DBM circular needed before release of cash gifts
The city government could not release the P23 million cash gifts to regular city hall employees until the Department of Budget and Management (DBM) issues the memorandum circular for the purpose.
Mayor Jerry Treñas hopes the DBM would issue the circular soon as he wants to release the cash gifts on the third week of December not later than the 24th.
The chief executive said he has reminded DBM Assistant Regional Director Alfonso Bedona on the guidelines for the release of the extra cash gifts. The two met in last Tuesday's presentation of the Global Business Power Corporation (GBPC) at the Regional Development Council (RDC).
The absence of a DBM circular deters the local government unit from releasing any extra cash gifts to the employees. The city has allocated an amount of P23,670,000 for the extra cash gifts of regular city hall employees.
The availability of funds for the extra cash gift which was included in the P73,490,928 Supplemental Budget No. 5 was certified by City Treasurer Katherine Tingson. It was taken from the city's savings. The Sangguniang Panlungsod approved the Supplemental Budget No. 5 last Wednesday.
Treñas added he wants to give the financial assistance to the barangay chairmen and barangay officials on the second week of December. An amount of P6,120,000 is also allocated as financial assistance for the barangay chairmen for P4,000 each and P3,000 for barangay officials.
The chief executive also wants the immediate release of additional allowances of national government personnel amounting to P8,127,600. The allowance covers the period from October to November 2008.
The P8,127,600 additional allowances is divided among the police service, traffic police, BJMP City Jail, BJMP District Jail, Fire Service, Crime Laboratory and PASCOM.
The City Internal Affairs Services, Regional Internal Affairs Services, City Register of Deeds, DILG City Director, Comelec Registrar, MTCC Judges, Clerk of Court, RTC Judges, City Prosecutors, State Prosecutors, elementary and secondary school teachers are also given the allocation for their additional allowances.
