Suplico reports on guv's latest veto
Haste makes waste.
Words of wisdom from Governor Niel Tupas Sr. to members of the 9th Iloilo Sanggunian Panlalawigan (SP) led by his nephew, Vice Governor Rolex Suplico.
With that, the SP body 'welcomes' today the committee report of Suplico on the "haste makes waste" issue vis a vis latest veto on the highly-controversial Capitol budget.
Contained in Committee Report No. 253, Series of 2008, the Appropriations Committee is set to address – point by point – the governor's position.
At stake is the plight of hundreds of Capitol employees awaiting word on the resolution of the never-ending budget battle here.
Tupas in a three-paged veto letter to the 9th SP wrote, "the swiftness with which that Honorable Body enacted the Annual Budget for the fiscal year 2009 – more than a month before the fiscal year starts – would have been commendable under favorable circumstances."
"The Ordinance was enacted and submitted to this Office with a swiftness that is enviable for a piece of legislation… Unfortunately, the appropriation measure is defective, for it fails to meet the requirements set forth by law," the Governor said. "The blunders committed are very fundamental."
And the governor did not stop there.
"Haste results in recklessness and mistakes like this could only be due to recklessness. Extreme prudence and care should by exercised in the preparation of the appropriation ordinance," Tupas preached. "With this veto, it is requested that the measure be re-examined by the Honorable Sanggunian. Let me caution each and every member that an override of the veto will not rectify the blunders made. I am willing to resubmit the Executive Budget for 2009 for the proper legislative authorization."
