Ceneco to Hilmarc's: Explain illegal tapping
BACOLOD CITY -- Central Negros Electric Cooperative (Ceneco) sent their official communication Monday to Hilmarc's Construction Corporation, contractor of the New Government Center (NGC), asking their explanation on the alleged illegal tapping made by the firm in order to energize the new edifice.
Ceneco President Atty. Vicente Sabornay said the firm should explain to them why they allowed the use of power by city government although they already vacated the area and turned-over the property to the city.
"We will wait for the justification of Hilmarc's and after that we will decide what should be done to fine tune the issue," he added.
As per report, the December billing amounting to P30,000 was consummated by the city and not Hilmarcs anymore.
"We can minus the amount to the deposit of Hilmarcs to Ceneco worth P100,000 but we will see their reply first," he added.
As of today, the NGC is powered by the temporary connection of Ceneco which was applied by Hilmarc's during the construction period.
"The city should comply with the requirements set by the cooperative like land title or undisputed deed of donation, payment of previous accounts, etc.," Sabornay added.
A total of 13 million pesos will be paid by the city to Ceneco as part of its old accounts in 2008 plus more than a million a month under the proposed compromise agreement to start this 2009.
City Administrator Rogelio Balo said the voucher is already on-process and will be released soon.
"Standby generator set can energize the entire building yet for lighting facilities only and not for airconditioning units but this entails higher cost which is disadvantageous on the part of the taxpayers," he added.
The city government through Mayor Evelio Leonardia decided to transfer to NGC last December 23, 2008 and as a matter of fact some offices are already doing business there.
Leonardia appealed to Ceneco people to be apolitical and spare the NGC from the political squabbles in the city.
Atty. Allan Zamora on the other hand is very ready to do legal actions like filing mandatory injunction to the court for the city government to acquire permanent connection from the distribution utility.
