Zayco: P194M dev't fund will be spent wisely
BACOLOD CITY -- The provincial government of Negros Occidental this 2009 will implement wise spending on its P194 million development fund.
Gov. Isidro Zayco in a meeting Monday already made a request to all department heads for the submission of their programs this year so that he can identify the projects to be prioritized.
"It's very important to know where the P194 million fund for development programs will go," he stressed.
Once he receives the list of programs per department, there would be a review and scrutiny of what should be given priority.
An Executive Committee meeting will be called for the approval of the priority projects.
The P194-million which represents the 20 percent Development Fund for 2009 will be augmented by the P71 million unused Calamity Fund for 2008.
Unused calamity fund will be reverted to the General Fund as part of the procedure.
"But I would prefer the reverted fund to be appropriated for the priority programs of the cities, municipalities, and barangays in the province," he said.
The governor said food production still would be the focus of the province along with other services like education and health.
Since becoming governor Zayco has always been guided by his HEARTS - PLUS program – an acronym for Health, Environment and Education, Agriculture, Roads and other Infrastructure, Tourism, Trade and Investments, Social Services, Personnel and Human Resource Development, Livelihood and Employment Opportunities, Urban Planning and Rural Development and Systems in Governance.
