Flyover contractor secures 'Enclosure Permit'
BACOLOD CITY -- Office of the Building Official Head Engineer Teresita Guadalupe confirmed yesterday that private contractor called "Astic Contractor" had already secured a permit for enclosure in order to continue the "boring test" along Northdrive-Lacson in preparation for the construction of a flyover, a National funded project under the President's Bridge Program.
Guadalupe clarified that said contractor was given a notice of violation upon inspection by his office last week because they enclosed the national road without securing a permit.
She said that even if it is a government project it is proper under the National Building Code to secure a permit for enclosure so that appropriate notice to the public will be given.
Guadalupe further stressed that her office is an alter-ego of the Department of Public Works and Highways under Secretary Hermogenes Ebdane.
The flyover program of President Gloria Macapagal Arroyo in Bacolod City was first announced by Executive Director Emil Sadain from the Department of Public Works and Highway when they first coordinated with the city government in 2004.
The controversy started when this project was delayed for several years that stirred the city government to follow up this project last year.
Guadalupe warned all offices, both government and private, to secure building permit because its is a requirement provided by law.
