City starts seminars on 'No Segregation, No Collection' scheme
BACOLOD CITY -- City Mayor Evelio Leonardia confirmed yesterday that he will strengthen the solid waste management policy this year by strictly enforcing the "No Segregation, No Collection Policy" as embodied under Republic Act 9003 or Ecological Solid Waste Management Act.
"Our target date for the implementation of 'No Segregation, No Collection' is April 1 and we enjoined the cooperation of every sector particularly our barangays," Leonardia said.
He said that around 200 garbage collectors were invited to attend the seminar yesterday at the New Government Center to enhance the capability of these individuals in conducting orientation and briefings to different households in the city.
Leonardia will hold a dialogue today, Wednesday, with all the Punong Barangays in order to reiterate his advocacy and campaign for waste segregation.
He believes that all barangay leaders and officials have a great role for the total enforcement of R.A 9003.
Leonardia designated yesterday at least 19 zones and clustered them into a group so that the seminar and orientation that will be conducted will be thoroughly informed to all barangays.
The Local Chief Executive expected that right after the seminars, the participants will be the one to disseminate through education campaign.
Other stakeholders to be invited soon are the Barangay Health Workers, Barangay Nutrition Scholars and also the Youth and Religious Groups.
Leonardia initially eyes nine barangays in the city to become pilot areas for the implementation of "No Segregation, No Collection Policy".
Leonardia also warned the “traysikad” (pedicab) and tricycle drivers not to pick up the garbage of every household because once they will be accused of illegal dumping they will pay the penalties ranging from P300 to P1,000 with corresponding imprisonment.
