Inventory of properties at old City Hall begins
BACOLOD CITY -- City General Service Officer Jerome Solinap confirmed yesterday that there are Department Heads from various offices who had already completed the inventories of all the properties assigned to them just like the furnitures that they have utilized at the Old City Hall.
Solinap said that the properties are now at the GSO warehouse situated in the old City Engineer's Compound in Brgy. Taculing.
Solinap said that under Section 141 of the Supply and Property Management Manual, it shall be the duty of every head of the department or office to turn-over to the General Service Officer or Municipal Treasurer, as the case may be, excess property for reissuances to other departments or offices.
Solinap said that this Manual also provides basic guidelines or modes of disposing city government properties and part of this is through public auction, transferring this property without cost to the other departments and lastly is the condemnation of properties.
Solinap further clarified that if the properties disposed could not be utilized, they have to secure a clearance from the Commission on Audit to determine whether that property to be disposed has a bid price or not.
He also said that if this method had not been undertaken, they will personally conduct a physical inspection of the said furnitures.
Earlier, Mayor Evelio Leonardia confirmed that he is amenable to the public auction of the old furnitures but this will be done after the inspection is already exhausted. The old city hall is presently occupied by the offices engaged in tax collection.
