Gasataya urges monitoring of students
BACOLOD CITY -- Sangguniang Panglungsod Member Greg Gasataya recently passed an ordinance that aims to establish the Bacolod City Inspection Board that will ensure that students are in their respective schools durimg class hours.
Gasataya said it is the responsibility of the State, under the Parens Patriae doctrine, to look out for the general welfare of its citizens, conserve and develop patrimony, and recognize the role of the youth in nation building.
He cited that the City of Bacolod nowadays is faced with the social problem of addiction on internet and on-line gaming as well as the absenteeism of elementary and high school students.
Gasataya believes that it is high time that the city government will give priority to the promotion and development of the youth through encouragement of good moral and quality education.
"The establishment of the inspection board shall mitigate if not extinguish the absenteeism of students who are engaged in internet or online gaming and other similar activities outside school during class hours," Gasataya added.
The proposed board shall be led by the Local Chief Executive or his duly authorized representative as Chairman and the following members: representatives from the Sangguniang Panglungsod Committee on Education, Chairperson of the Committee on Family and Child Care and Development, Sangguniang Panglungsod Committee on Police Matters, President of the Liga ng mga Barangay, Federation of the Sangguniang Kabataan, Department of Education, City Legal Office, Department of Social Services and Development, Bacolod City Police Office, Permits and Licensing Division, Youth Affairs Office and President of the Bacolod City Parents Teachers Community Association.
As proposed the Board shall designate Inspectors for the monitoring and checking of internet cafes during school hours except on summer vacations, regular and special holidays, Saturdays and Sundays.
