CSC bares anti-red tape activities
ROXAS CITY – The Civil Service Commission (CSC) has released various anti-red tape programs and projects that maybe undertaken by government agencies to improve frontline public services.
These activities include extensive dissemination of Republic Act No. 9485 otherwise known as Anti-Red Tape Act (ARTA), seminar-workshop on ARTA, anti-corruption sensitivity seminar, assessment of frontline services, and enhancement of service standards.
The CSC list of approved ARTA programs and projects also include capability building/training for frontline employees especially of client-heavy agencies, launching of Citizen’s Charter, dialogues with stakeholders on how services can be enhanced, and conduct of quarterly People’s Day by agency heads.
The agencies can also opt to set up complaints and assistance desk and mechanisms to eliminate fixers and fixing activities as well as customers/clients online help and feedback program, among others.
The General Appropriations Act (GAA) for Fiscal Year (FY) 2009 under Republic Act 9524 mandates all government agencies to appropriate at least one-half of one percent of their total FY 2009 Maintenance and Other Operating Expenses (MOOE) for anti-red tape related programs and projects.
“The Commission hereby enjoins all government agencies and instrumentalities to submit the amount of their MOOE and their proposed anti-red tape programs and projects to be funded by their respective ARTA funds to the Office of Atty. Anicia Marasigan – De Lima,” said a CSC memorandum circular.
De Lima is the Commission’s Assistant Commissioner for Regional Operations and presently heads the Anti-Red Tape Task Force.
Deadline for submission of MOOE amount and proposed anti-red tape program and projects is on June 16, 2009. (PIA/A.Lumaque)
