Baciwa launches Citizen’s Charter
BACOLOD CITY — Bacolod City Water District (Baciwa) recently launched its Citizen’s Charter in compliance with R.A. 9485.
The launching was held at the water district’s Board Room in the presence of Civil Service Commission Director Fernando Mendoza, Baciwa Directors Lawrence Villanueva, Atty. Ma. Aida Torre, Cecilia Hernaez, Baciwa General Manager Atty. Julie Ann Carbon and several Baciwa officials.
Director Mendoza said this is being required to all government agencies including departments, bureaus, offices, instrumentalities, or government owned and/or controlled corporations, or local government or district units.
He said this is to improve efficiency in the delivery of government service to the public by reducing Bureaucratic Red Tape, preventing graft and corruption and providing penalties.
This is to promote integrity, accountability, proper management of public affairs and public property; establish effective practices aimed at the prevention of graft and corruption in government; State shall maintain honesty and responsibility among its public officials and employees; promote transparency in each agency with regard to the manner of transacting with public and a program simplified procedures that will reduce red tape and expedite transactions in government.
The CSC is also tasked to monitor the implementation of the law and come up with a Report Card to determine the extent of compliance.
“We will determine the result of the implementation after a year of implementation,” he said.
Baciwa has its performance pledge to willingly serve their concessionaires with eagerness and proficiency, politeness and professionalism, even after office hours; to accurately give information to their concessionaires on queries as to their services; treat the concessionaires without discrimination and biases; efficiently and effectively process all requests of their concessionaires and respond positively and immediately to all concerns of the concessionaires and complaints will be dealt accordingly.
