Gov. Zayco to deliver Executive Report
BACOLOD CITY – Negros Occidental Governor Isidro Zayco will deliver his State of the Province Address (Sopa) today, September 16, at around 2 p.m. at the Sangguniang Panlalawigan Session Hall.
The original schedule of the governor’s Sopa which is August 26, 2009 was postponed due to some reasons like the information submitted by various departments was not fully summarized.
Zayco’s Executive Report is expected to highlight his major accomplishments when he assumed the post of the late governor Joseph Marañon, who succumbed to cancer in March 2008.
It will focus on HEARTS PLUS which is still in line with the seven-point agenda of the late Gov. Marañon with additional services to respond to the needs of the times.
HEARTS PLUS refers to programs and projects focusing on Health, Environment, Agriculture, Roads and other Infrastructure, Tourism, Trade & Investments, Social Services, including Education; Personnel and Human Resource Development, Livelihood and Employment Opportunities, Urban Planning and Rural Development, and Systems and Governance.
Another intriguing part is whether or not Zayco will declare his plans for the upcoming election whether or not he will run as governor.
Reports from the Capitol revealed that the governor will announce his plan during today’s Sopa.
There are reports that Zayco has already made a decision recently that he is not anymore interested in governorship and prefers to run for mayor of his beloved hometown Kabankalan City as the term of his brother Mayor Pedro Zayco will end.
First to express his intention to run for governor is Sagay City Mayor Freddie Marañon of the United Negros Alliance (UNA) who is awaiting Zayco’s final declaration that he would no longer seek reelection.
It was learned that almost all members of UNA wanted Zayco to run for reelection but the latter reportedly wanted to serve Kabankalan City.
In Zayco’s 2008 Executive Report, he said only God knows what is best for his political career as he also did not expect to be governor of the province with the demise of Gov. Joseph Marañon last March 16, 2008.
