Traffic rerouting urged for All Saints’/Souls’ Day
BACOLOD CITY — Sangguniang Panglungsod Member Alex A. Paglumotan along with SPM Roberto Rojas passed last session a proposed resolution for the traffic rerouting relative to the observance of the All Saints’ Day and All Souls’ Day on November 1 and 2, 2009.
Paglumotan said that it is evident in every year’s observance of the feast of the dead that the influx of people in cemeteries requires the appropriate implementation of a different traffic scheme different from the original traffic routine, in order to avoid congestion and delay on the part of the observing public.
Meanwhile, Paglumotan asked Bacolod City Police Office (BCPO) Director Sr. Supt. Celestino Guarra to strictly implement the total liquor ban and similar activities as well as to establish police visibility in all public and private cemeteries in the City of Bacolod during the observance of All Saints’ Day and All Souls’ Day, respectively.
“The observance of yearly All Saints’ Day and All Souls’ Day celebration during the 1st and 2nd day of November had been always colored with untoward incidents due to heavy drinking and similar activities inside both public and private cemeteries and the same is detrimental to public security and exposure to risks,” Paglumotan added.
He said that police visibility is necessary in order to prevent the occurrence of unexpected incidents which may endanger the lives of any individuals observing the feats of the dead.
