Newly-designated ABC City Proper prexy debunks Divinagracia’s claim
Supporters of Punong Barangay Romualdo Jalandoni of Brgy. Hughes, City Proper protested the claim of San Agustin Barangay Captain Bobby Divinagracia that he was illegally ousted as president of the Association of Barangay Captains (ABC) City Proper.
Jalandoni’s supporters who asked not to be named provided The News Today a copy of Divinagracia’s irrevocable resignation as ABC City Proper president in refuting the latter’s statement.
Divinagracia tendered his resignation last December 1, 2009. His letter of resignation was addressed to Liga ng mga Barangay President Irene Ong. Part of the letter says “due to personal reasons, I am submitting my irrevocable resignation effective December 1, 2009.”
The letter was received by the office of the Liga ng mga Barangay on the same day. However, Divinagracia withdrew his resignation upon the recommendation of Mayor Jerry Treñas later of the same day.
The Liga ng Mga Barangay already got hold of Divinagracia’s resignation letter. Divinagracia’s impulsive decision was used against him by his opponents.
Divinagracia is running as councilor under the ticket of Treñas while Jalandoni is an ally of incumbent Cong. Raul Gonzalez Jr. and Presidential Legal Counsel Raul Gonzalez Sr.
The letter was used as basis for the assumption of Jalandoni as new ABC City Proper president. The rule of succession was followed in Jalandoni’s assumption being the vice president of the ABC City Proper.
Meanwhile, the City Interior and Local Government has no jurisdiction over the replacement of ABC presidents in the city. The ABC has no legal personality. It is only an association among the barangay captains, said John Ace Azarcon, head of the city DILG.
The association was formed because of a simple agreement among the barangay captains unless they are registered with the Securities and Exchange Commission (SEC), said Azarcon.
Of the three associations affected by the replacements, only the ABC Jaro is registered with the SEC. Lapaz and City Proper is not registered with SEC.
