Negros Occidental is Best Performing Province in Region 6
The Province of Negros Occidental was named Best Performing Province in Region VI and bagged other special awards during the 2009 Excellence in Local Governance (EXCELL) awarding ceremony held in Iloilo City, Tuesday, besting other provinces in the region, namely, Iloilo, Aklan, Antique, Capiz, and Guimaras.
Excell Awards is an annual program of the Department of Interior and Local Government (DILG) and co-sponsored by the Philippine Councilors’ League and other government agencies, with the theme, “Celebrating Excellence in Local Governance”.
DILG Undersecretary for Local Government Auster Panadero and DILG Regional Dir. Evelyn A. Trompeta led in the awarding of plaques which were personally received by Gov. Isidro P. Zayco, together with Board Members Manuel Frederick Ko and Miller V. Serondo.
The DILG Excell Awards honors best-managed local government units in the region, highlighting their achievement in governance, administration, social services, economic development and environmental management.
Initiated by the Department of the Interior and Local Government (DILG), the Excell Awards aims to recognize and showcase the outstanding achievements of local governments in the areas of administrative governance, social services, economic development, and environmental management for the period July 1, 2008 to June 20, 2009.
The province also emerged as champion in special awards, namely, Excellence in Administrative Governance, Excellence in Economic Development, Excellence in Environmental Management, and Excellence in Local Legislation, while 1st Runner Up in Excellence in Social Services.
Negros Occ. has also won the same awards last year.
For this year, the province has received plaques and P10,000 cash prize for topping each of the special awards and a plaque and P20,000 cash prize for the major award which is the Best Performing Province.
The objectives of the awards include advocacy for transparency and accountability in governance, positive reinforcement for good performers, popularizing replicable best practices and educating the citizenry on excellence in governance.
The Negros Occ. officials who were present in the awarding ceremony were Mayors Ramon D. Torres of Bago City, Eugenio Jose Lacson of San Carlos City, Pedro P. Zayco of Kabankalan City, and Alberto Nicor of La Castellana; Vice Mayors Francis Palanca Victorias City and Antonio Suatengco of Pulupandan, and Jude Thaddeus Sayson of Bacolod City, Delia Anacan of Kabankalan City, among others./Capitol News
