Barredo recalls Herrera as SP secretary
ROXAS CITY – Capiz Vice Governor Felipe Barredo has recalled Provincial Administrator Zoe Herrera as Sangguniang Panlalawigan (SP) secretary.
In his memorandum dated December 28 last year, Barredo said that in the interest of public service, Herrera is hereby re-assigned to the office of the Sangguniang Panlalawigan (SP) to facilitate all ordinances/resolutions passed by the SP and to upgrade the records management in the office of the SP specially of public character in his custody which he is duty bound to furnish upon request and upon payment of the required fees as one of his specific duties under Sec. 469 of the Local Government Code.
“Consequently, your re-assignment to the office of the governor pursuant to the order issued by the undersigned on July 17, 2007 is hereby revoked and render in-effective”, Barredo added.
It was learned that Herrera, being an SP secretary, is concurrently designated as provincial administrator upon the request of Gov. Victor Tanco.
Herrera was promoted as SP secretary on January 16, 1998 after his predecessor migrated in Kalibo, Aklan.
Gov. Tanco asked Barredo to have Herrera assigned as concurrent provincial administrator on July 17, 2007.
Allen Magsulit, who is assistant SP Secretary, was designated as acting SP secretary when Herrera left the office.
Meanwhile, in a radio interview, Herrera said that he already received the memorandum of assignment and already met with Barredo, his boss, for a courtesy call.
According to him, he is now on official leave to study his options – to be provincial administrator or go back as SP secretary wherein he has a plantilla position and security of tenure.
Barredo, a former Liberal Party (LP) stalwart joined Ugyon Kita Capiz (UKC), is running for 1st district congressman against Rep. Antonio del Rosario who is the partymate of Tanco.
Some quarters said that the move of Barredo to recall Herrera from being a provincial administrator to SP secretary is a retaliation by the provincial government for recalling three luxury cars from Bermejo, a first cousin of Barredo and party mate in UKC.
