Morales in, Cabillos out as new Asst. DE
ROXAS CITY – The Department of Public Works and Highways (DPWH) 1st engineering district has a new assistant district engineer effective last Monday, January 10.
Engr. Ethel Morales, maintenance chief, will replace Engr. Arturo Cabillos as assistant officer-in-charge (OIC) district engineer.
Special order number 35 dated January 7, 2010 signed by Victor A. Domingo, acting secretary, stated that in the interest of the service and pursuant to the provision of Section 6 and 8 of the Executive Order No. 124, dated 30 January 1987, Morales is hereby designated as OIC-assistant district engineer of 1st engineering office, DWPH Region VI, vice Engr. Cabillos, reassigned.
It also stated that under and by virtue of this order, Morales is directed to perform the duties and assume the responsibilities appurtenant to the position of assistant district engineer.
On the other hand, DPWH Regional Director Rolando M. Asis, sent a memorandum to Morales that aside from being designated as assistant district engineer, the lady engineer will also continue performing in concurrent capacity the functions present in her designation as chief maintenance section.
Morales, 48, of Isagani Street, Pontevedra, Capiz graduated her elementary at Agbalo Elementary School in Panay, Capiz. She finished her high school at Colegio de la Purisima Concepcion where she also took Bachelor of Science in Civil Engineering in 1984 and passed the board exam on the same year.
The lady engineer joined government service in October 1984 where she started as casual as civil engineer aid until 1994.
As her promotion, she became regular in July 1994 as special investigator until 2000 where she was also promoted as engineer II and in 2008, she became engineer III and promoted as maintenance chief.
Morales is married to Hector Morales, a businessman and fishpond operator with whom they were blessed with two siblings namely: Hanna Jesa, 17 and Hanna Jenica, 13.
