Firmalino: Provincial Liga congress is mandatory
ROXAS CITY – Provincial Liga President Clemente “Budong” Firmalino said yesterday that the provincial congress of Liga-Capiz is mandatory as provided in the chapter’s Constitution and By laws and has an authority from the Department of Interior and Local Government, (DILG) regional office.
This was bared by Firmalino after the planned Liga congress in Crown Regency Towers, Fuentes Osmeña, Cebu City on February 11-13, 2010 earned negative commentaries from radio stations here.
“We, in the liga is mandated by our Constitution and By Laws to conduct a Lakbay Aral at least once a year,” Firmalino said adding that the plan was agreed by majority of the barangay officials.
According to him, they decided to hold it outside Capiz because attendance is higher when compared to holding such affair here.
Firmalino said this year’s theme is “Enhancement Participation in Local Government” where some 373 out of 473 barangay officials are expected to attend in Cebu City. Last year only 307 participants attended when the congress was held in Bacolod City.
The authority to conduct a Liga congress was signed by Evelyn Trompeta, Ceso III, regional director of DILG, dated January 19.
Trompeta said that she hopes this year’s congress will not only provide the opportunity for the members to be upgraded on their benefits and privileges but also to expose them to the outstanding programs and projects in Cebu City relative to the impact of people’s participation in areas of tourism and livelihood, Environmental Management and Health Services.
He added that it will also give them a chance to be clarified with the concept and mechanism of Poll Automation for the upcoming elections.
The said Lakbay Aral will cost P13,900 each participant to be sourced from the participating barangay officials’ funds.
