PPP concept for new projects pushed
The Regional Development Council 6 will consider the public-private partnership scheme in the implementation of “new projects that are deemed very, very critical.”
Regional Director Ro-Ann Bacal of the National Economic and Development Authority 6 said the budget will be a challenge in the crafting of the Medium Term Regional Development Plan.
The budgeting for 2011 was done ahead, she said.
While some relevant priority projects have been included in the 2011 budget, she said the implementation of new projects that are deemed very significant will be done by tapping other sources in the coming months.
In addition to the Official Development Assistance, the RDC 6 will push for the PPP in compliance with the policy of President Benigno Simeon Aquino III.
“There are some projects that are traditionally government-led but now we would like to have private sector investors,” she said, citing, among others, terminals and abattoir where investors can generate income.
“We would like the private sector to come into those kinds of venture because it will release the government from precious resources,” Bacal said.
She added that private sectors are doing well in “terms of management operation expertise therefore they can be more efficient than government.”
“It’s a strategy where we hope to be able to get funds for projects that we feel are priorities to be identified,” she said.*PNA
