Capitol starts evaluation of office heads, personnel
Iloilo Gov. Arthur Defensor Sr. has formed an evaluation team tasked to assess the performance and management skills of department heads at the Provincial Capitol.
Since last week, the team has been conducting interviews with the office heads regarding their rank-and-file personnel.
Defensor said the team will evaluate the degrees of success and efficiency of these department heads in terms of management and performance.
“This is also to find out our strengths and weaknesses,” he said.
Defensor said through the evaluation, the provincial government will be able to know what it can do and is supposed to do to address these weaknesses and to maintain these strengths.
As the provincial government is moving on, this initiative is in one way of ensuring that his administration is on the right track, the governor said.
“To make sure that there are no square pegs in a round hole,” he said.
Aside from these, Defensor said the evaluation is part of the monitoring of
rank and file personnel to determine who among them are performing well and non-performing.
The evaluation is expected to be finished before the year ends.
Defensor said department heads and personnel who will be found non-performing will be recommended for an early retirement or reassignment.
During his inauguration last July 1, the governor has vowed to review, account and rationalize the existing manpower of the province to ensure efficient public service.
“I want to know the performing and the non-performing, the irrelevant, the redundant, and the dishonest employees,” Defensor said in his speech then.
He had also said that his mission to fight graft and corruption will be attained through leadership by example.
“We must bear in mind that working in government should not be an opportunity for personal and material gain. Working in government means personal sacrifice in order to be of service to the people,” he added.*
