3 Roxas City ordinances to take effect Nov. 15
ROXAS CITY – Three city ordinances, including the tricycle number coding scheme, anti-texting while driving, and anti-spider gambling, will take effect on November 15.
The ordinances were authored by City Councilor Powell del Rosario and were unanimously supported by his colleagues during their passage last October 12.
Ordinance Number 040-2010 or the “Unified Tricycles Volume Reduction Program/Number Coding Scheme” regulates the operation of tricycles on all roads in the city.
Under this ordinance, tricycles are not allowed to travel or use the city roads from 6 a.m. to 6 p.m. on a particular day based on the last digit of their respective city numbers as follows: 1-2, Monday; 3-4, Tuesday; 5-6, Wednesday; 7-8, Thursday and 9-0, Friday.
Violators will be penalized the following: first offense, P200 fine for the driver and/or franchise owner; second offense, P500 fine for the driver and/or franchise owner; third offense, P1,000 fine and to undergo seminar to be conducted by the Tricycle Franchising Regulatory Unit/Traffic Section for the driver and/or franchise owner; and fourth offense, automatic revocation of franchise.
Ordinance Number 041-2010 prohibits and penalizes reading and composing and sending electronic message and receiving and sending calls while driving.
Violators will be fined P500, for first offense; P1,000, second offense; P2,000, third offense; P5,000 or imprisonment for 30 days or both at the discretion of the court, for fourth offense.
Ordinance Number 042-2010 prohibits spider gambling and collection, and the collection, sale and/or purchase of game spiders.
Penalty for first offense is P200; second offense, P500; and third offense, P1,000.
In case of failure to pay the fine, the violator(s) shall be required to render community service at the barangay concerned for the period of 100 hours. In case the violator(s) is/are minors, the parents shall pay the corresponding fine or render the required community service. The minor/s offender shall be turned over to City Social Welfare Development Office for appropriate counseling.*
