DAR 6 trains BARCs in 3 provinces
The Department of Agrarian Reform 6 has been conducting a series of massive orientations and trainings for Barangay Agrarian Reform Councils in the provinces of Aklan, Capiz and Guimaras.
DAR 6 Information Officer Ramona Gonzaga said the BARCs are DAR’s partners, serving as grassroots mechanisms in the community-based implementation of the Comprehensive Agrarian Reform program.
Gonzaga said BARCs are required by RA 9700 Declaration of Principles, to assist DAR in the identification of potential beneficiaries, and are to attest under oath the legitimacy of the qualified beneficiaries.
“They can also help resolve agrarian disputes as they are trained on mediation and oriented on agrarian law and implementing guidelines,” Gonzaga said.
The training and orientations given to BARCs are specifically designed to develop the participants’ skills, knowledge and attitudes, and to inspire them to serve and impart their learnings to other farmers.
Gonzaga said they expect to train all BARCs in Western by first half of next year.
“With this, it is expected that CARP will be smoothly implemented because of the BARCs in the communities,” Gonzaga said.*
