CHR hears plaint vs. 'brutal' cop

The Commission on Human Rights (CHR) here is readying criminal and administrative charges against a policeman over a brutality complaint filed by a 21 year-old resident of Bo. Obrero, Lapuz, Lapaz.
The complainant-victim was Vincent Rey Ricañas of Zone 3 in said barangay who pointed to PO3 Ramy Pillo as his alleged assailant late Sunday evening.
In an interview, Ricañas told The News Today (TNT) that he was slapped, hit with an M16 armalite rifle and threatened by PO3 Pillo with no provocation from his end. Incidentally, the incident that was witnessed by several barangay folks happened at the height of the complainant-victim's birthday. As such, at least two neighbors are out to execute affidavits to back up Ricaña in his CHR complaint.
Not contented, PO3 Pillo allegedly went on to fire his 9 mm service firearm where a single spent shell was recovered by the residents. And he was also reportedly reeking with alcohol while seen by those present as having used his armalite rifle as a cane while walking outside the covered gym.
Reached for update, CHR lawyer Johnny Dabuco said initial interview was already done on the Ricañas case. Supporting documents are currently being worked on as he disclosed that it would be both administrative and criminal cases that will be lodged against PO3 Pillo.
Radio reports heard of the denial from said policeman. What happened, the reports stated, that he was just out to defend himself from the stones thrown by unknown residents. No specifics though was given on the incident involving him and Ricañas.
'Desidido gid ko magpasaka kaso sa iya. Indi man ni husto nga ako pa ang ginlampusan niya armalite, ginsipa kag ginpahog nga tumbahon nga nagtahod pa ko gani pagkita ko sa iya. Wala man ko sala. Ano kay hubog siya iya, (I am bent on filing a case against him. This is not right for him to hit me with his armalite, kick me then threaten to kill me when I even greeted him with respect when I saw him. I did him no wrong. It's because he was drunk),' Ricañas ended.
The two met by the covered gym when Ricañas went out to pick up some friends. PO3 Pillo is assigned at Police Precinct 2 in Lapaz but was newly detailed in the Bo. Obrero detachment of where he also lives nearby.
