City to implement house renumbering
Iloilo City -- Saying the present house numbering in the city of Iloilo, which was undertaken more than 23 years ago, is no longer reflective of the present number of houses in the city, Iloilo City councilor Perla Zulueta last Wednesday pushed for the passage of an ordinance that would prescribe rules and regulations on the renumbering of houses within the city.
The proposed ordinance, which is favorably endorsed by no less than Iloilo City Mayor Jerry Treņas, had been triggered by complaints that mail matters do not reach the addresses for failure of mail carriers of the post office to locate the addresses. Zulueta, chairman of the SP Committee on Ways and Means, also cited the need to establish a baseline data to be made as basis for city development plans and programs, thus necessitating the house renumbering.
According to the proposal, the city government shall undertake a house renumbering project along the rules and regulations to be promulgated by the Office of the City Mayor and implemented by Task Force House Numbering (TFHN) as per Executive Order No. 04, Series of 2005.
The plates on which the number shall be embossed shall be similar to those used in tricycles and bicycles and made of aluminum or galvanized iron. The number on the plate shall be at least two inches in height to make it visible at a distance of 20 meters, the proposal added.
The proposed ordinance went on to state: "All owners and occupants of houses, buildings, building units, apartment units or condominium units shall be required to cause the installation of their respective house numbers in a place easily visible to the public. Exempted from compliance to this Ordinance are the informal settlers."
An amount of P50 would be collected by the City Treasurer from the owner/s of each house or building, building unit, apartment unit or condominium unit for the said plates.
Owners of these houses and buildings which shall remain without plate numbers after implementation of the said ordinance shall be fined P1,000 upon conviction by the Court and in case he fails or refuses to comply with his duty one year after implementation, he shall upon conviction suffer an imprisonment of 15 days in addition to the fine which may be imposed.
The proposed ordinance, which was adopted on first reading last Wednesday, is expected to be passed on second and final reading in next week's regular session of the Sangguniang Panlungsod.
