CLO employees told to observe office hours

City Legal Office chief Atty. Edgar Gil recently handed a memorandum to all city legal employees to observe proper office hours. The order was in response to the clamor of Mayor Jerry Treñas on the non-availability of lawyers at the legal office.
In his memorandum, Gil reiterated that as per entries in the logbook and daily time records, several employees incurred numerous and consecutive absences and tardiness which is contrary to Section 8, Rule XVII, Government Office Hours (As amended by Civil Service Commission Resolution No. 98-2025 dated Aug. 11,1998).
The same ruling provides that "officers and employees who have incurred tardiness and under time regardless of minutes per day, ten (10) times a month for at least two (2) consecutive months in a semester shall be subject to disciplinary action.
Gil added that in relation to such rules, all employees were required to log in on or before 9:00 o'clock in the morning and 3:00 o'clock in the afternoon, otherwise those who log in after the said hours shall be considered absent. The memorandum is both for the compliance of lawyers and non-lawyer employees.
Gil said Treñas observed that no lawyer at the legal office is always available whenever he needs to consult legal matters affecting the city's affairs.
The city legal chief added that city lawyers are allowed practice provided it is not in conflict with the works and undertakings of the city government. The chief executive has given them to opportunity to practice though they are already working in the government.
Lawyers under the CLO include Mila Hechanova, Pedro Gellada, Jose Daduros, Mario Caoyonan, Lorna Laurea and Reynaldo Sonalan.
The News Today learned that Gellada is already paralyzed but is still connected with the CLO.
