Creation of barangay transition teams pushed
The Department of Interior and Local Government 6 is calling for the creation of barangay transition team in each of the region’s 4,051 barangays to ensure the smooth turnover noontime of November 30.
Regional Director Evelyn Trompeta said the transition team will be created regardless if the barangay captain is re-elected or newly elected. The team will conduct an inventory of the equipment, documents and other possessions of the barangay.
For newly elected officials, the inventory will give them the picture of the financial standing and development plan of the barangay that will serve as their basis as they commence with their responsibilities.
For those re-elected, the inventory is also necessary so that they can start anew.
Trompeta said the DILG 6 has received complaints over lack of proper turnover in the past.
Should there be none, she advised the newly elected officials to inquire with the town or city bookkeeper and treasurer on the financial standing of their village.
Trompeta said her office is still waiting for the official communication from the National Barangay Operations Office regarding the creation of transition teams.
In the past, the transition team was composed of the incumbent barangay captain, treasurer, secretary and the DILG officer as supervisor.
Mandatory Training
Meanwhile, Trompeta said newly elected barangay and Sangguniang Kabataan officials must also undergo the mandatory barangay newly elected officers orientation program.
The mandatory orientation program tackles responsibilities, roles and functions of barangay officials, and the implications of running a local government unit.
The directive regarding the conduct of the training has yet to arrive but in previous elections the DILG 6 adopted a new methodology dubbed as “Radio-Aral.”
Through the Radio-Aral, elected local officials can just stay in their homes and listen to the modules being discussed over the radio.
They are, however, obliged to listen to discussions, prepare questions and plans, and share them with other local officials in one agreed setting.
The newly elected SK officials will undergo the SK Organizational, Leadership and Reorientation-Basic Orientation Seminar (ISKOLaR-BOS), a form a leadership training.*PNA
