Suspended CRC warden, guards to return Dec. 13
ROXAS CITY – Capiz Rehabilitation Center Warden Arjuna Yngcong, who was earlier placed under a 60-day preventive suspension following the escape of a drug suspect, is expected to return to work on December 13.
Suspended along with Yngcong was CRC Operations Officer Rodolfo Cereneo. Both were suspended without pay last October 13.
They were suspended by Gov. Victor Tanco Sr. through the recommendation of Atty. Jose Villanueva, provincial legal counsel and concurrent provincial administrator.
Five jail guards Reuben Borlado, Ermesto Gonzales, Danilo Peniano, Reynaldo Asis and Celso Valencia, all ranked Provincial Guard 1, were also found guilty of neglect of duty and fined equivalent to one month without pay.
Tanco said the involved CRC personnel will be dealt with dismissal from the service on their second offense.
Drug suspect Sulpicio Marcelino, who is facing several drug cases in Capiz and in Iloilo, escaped from the CRC on September 26 while the jail was holding its anniversary festivities.
Marcelino was captured in Montalban, Rizal a month later and is now again detained at the CRC.*
