84 HR violations reported in Western Visayas: data
Cases of human rights violations in Western Visayas are decreasing, according to records of the Commission on Human Rights 6 (CHR 6).
From January to November this year, 84 cases have been filed before the agency, lower by eight cases compared to the 92 recorded for the same period last year
“Perhaps people have become more aware of their rights and the rights of others and that they protect and respect human rights better now,” Atty. Jonnie Dabuco of CHR 6 said.
Of the number, 43 cases are in Negros Occidental, Iloilo, 22; Iloilo City, 11;
Aklan, three; Antique and Guimaras, two each; and Capiz, one.
Dabuco said most of the complaints filed involve members of the Philippine National Police, 20; unidentified suspects, 11; civilians, 10; Communist Party of the Philippines-New People’s Army, and taekwondo teachers, both seven; Philippine Army, and husbands, both six;
Other respondents were barangay officials, five; Revolutionary Proletarian Army-Alex Boncayao Brigade members, school teachers, fraternity members, and jail guards, two each; and public official, government employee, National Bureau of Investigation agent and mayor, one each.
Dabuco said the most common complaints were violations of Republic Act 9262 or violence against women and children, R.A. 7610 or child abuse, murder, physical injuries, rape, harassment, threat, unlawful arrest, grave misconduct, and hazing.
Others complaints were attempted murder, unlawful arrest, illegal search and attempted rape.
Dabuco said all these cases were already filed in courts and some have ongoing court hearings.*
