ICPO does another minor revamp
The Iloilo City Police Office (ICPO) has again instituted another minor revamp of personnel.
But ICPO director Senior Supt. Dennis Basngi brushed off any possible innuendos of a bad performance on those who were part of the movement of personnel.
Claiming that it is a normal routine within the PNP organization, he added that the revamp was not meant to penalize anyone.
“It was simply for operational purposes because we would be having a vacuum of vacuum of leadership at the station level,” Basngi explained.
By vacuum of personnel, the ICPO was referring to the impending admission of Chief Insp. Orly Gabinete of Jaro Police Station and Chief Insp. Conrado Garganillo of Mandurriao Police Station to the United Nations Peacekeeping Mission at a still unspecified country.
But while Gabinete stayed on to become Jaro PNP chief, Garganillo was relieved as Mandurriao Police Station commander.
He is now the ICPO deputy chief for investigation, a post which could be considered not a demotion on his part.
Again, Basngi has some explanations for this.
The city police chief said that the staff position, such as the Garganillo’s designation, would prepare him for his job ahead at the UN mission.
“It’s a training ground for him because it’s his first time join the UN mission. In the UN mission, it is needed that his skills on the investigation aspect, report writing, and the stuff would be honed,” he added.
Replacing Garganillo is Chief Insp. Giovanni Musico, the outgoing chief of La Paz Police Station.
Basngi explained that Musico is needed in Mandurriao because of the thriving business condition in the district, compared to La Paz.
Replacing Basngi is Insp. Lorenez Losaria.
Last week, another minor revamp was made involving two personnel at the staff level.
