The Iloilo Rehabilitation Center (IRC) bid 22 of its longtime inmates a permanent farewell following the transfer to maximum security detention in Mandaluyong and Muntinlupa cities. With 16 provincial guards as escorts led by IRC warden lawyer Soteo Gardose, the latest IRC “shipment” included one woman drug convict.
